Oxfam in Algeria – Sahrawi Refugee Camps

Oxfam has operated in the Sahrawi refugee camps since 1975 and has established itself as a key humanitarian actor in the area. Oxfam has developed a multi-sectoral approach spanning WaSH, Food Security and Youth, with a cross-cutting commitment to advocacy and to the humanitarian, development and peace nexus.

To reduce widespread dependence on humanitarian aid, especially food distributions, and  to encourage more sustainable and efficient access to nutrition, Oxfam is working with over 500 Sahrawi refugee families to improve small-scale, agro-ecological farming. Oxfam seeks to establish self-sustaining associations of farmers to collectively sell their produce on the local market. Through its support to families, Oxfam is piloting several water-efficient, innovative irrigation techniques to optimize agricultural production in the harsh desert environment.

The majority of Sahrawi refugees remain dependent on humanitarian aid while the nutrition status worsens across the camps. Oxfam’s food security programme promotes access of vulnerable refugees to fresh produce, in complementary to the WFP dry food basket. In conjunction with broad distributions, Oxfam maintains its distribution of gluten-free flour to the celiac population in the camps.

Oxfam's program to strengthen the Food Security and Nutrition of refugees has for years focused on food distributions, especially fresh produce, awareness raising on good food consumption and conservation practices and supporting local agricultural production. At the same time, Oxfam has engaged in livelihoods support, particularly related to agri-business, to promote business opportunities which improve self sufficiency and food security.

In order to complement its action in strengthening Food and Nutritional Security for refugees, Oxfam in Algeria is seeking a Food Security and Livelihoods Program Manager, to contribute and lead on setting up the various field activities of the Food Security and Livelihoods Department.


Job Purpose

Under the hierarchical responsibility of the Country Representative-Humanitarian Program Manager (CR-HPM) the Food Security and Livelihoods Program Manager  will coordinate Oxfam's food security department in the Sahrawi refugee camps, he/she will be responsible for coordinating food assistance projects, implementing activities that strengthen local agricultural production, the implementation/piloting of new innovative production techniques and other sustainable and experimental agriculture  projects,  and developing, consolidating, and managing Oxfam’s livelihoods component:

Job Responsibilities

Technical

  • In close coordination with the funding manager, draft and review internal and external FSL reports and FSL project proposals; Ensure the integration of cross-cutting gender approaches and the management of identified risks when writing project proposals, in collaboration with the Senior Gender and Protection Officer
  • Monitoring of indicators and activities, in close collaboration with the MEAL manager and adaptations of food security project plans
  • Advise and engage in capacity building of partners/beneficiaries
  • Capitalization of the experiences developed in the projects

Project Management and Monitoring and Evaluation

  • Ensure effective management of the various FSL programmatic component using well-established project management tools; streamline within department
  • Develop and ensure the application of action plans and the methods of implementing food security and livelihoods projects in close collaboration with the CR-HPM, the Field Coordinator, Finance manager, and the logistics department coordinator while ensuring project deliverables and overall consistency of the project
  • Lead on developing logical framework for FSL components, including developing indicators and tracking tools for activities and programs
  • Provide steer for department’s research component
  • Lead on the development of research tools (needs analyses, monitoring and evaluation), in collaboration with local authorities, fundraising manager, MEAL manager, and country representative, to ensure that department’s activities are guided by accurate and usable datasets

Financial Management and Administration

  • Ensures budget monitoring and HR management of the food security and livelihoods program in accordance with the procedures established by Oxfam in collaboration with HR, Finance, and Logistics departments
  • Acts as budget holder for FSL department and ensures regular revisions of budget and proper tracking of spending, in collaboration with the finance department
  • Ensures close follow-up of the team and leads on HR management within the department
  • Supervises the work, carries out regular goal setting and performance evaluations
  • Leads on diagnosing training and continuous education needs for staff and ensures that needs are addressed by HR department and by the Country Representative
  • Ensures that safeguarding policies are streamlined within the department.

Coordination

  • Represent Oxfam to key stakeholders, including local authorities, UN agencies, institutional donors, and government agencies as needed
  • Represent Oxfam at food security coordination meetings and other FSL related working groups, meetings with authorities, visits from donors and partners
  • Lead in the identification of partners and actors for the implementation of activities, in line with Oxfam policies and procedures
  • Assess possibilities, needs and opportunities for local partnerships
  • Act as Oxfam’s thematic lead, particularly when liaising with donors, humanitarian actors, and during donor visits
  • Support the Country Representative in partnership negotiation by providing technical advice and input

Other

  • Work flexibly and take on additional tasks as may be delegated to meet programmatic objectives.
  • Participate in team and internal coordination meetings and in workshops organized at country level.
  • Take necessary actions to ensure that Food Security activities adhere to Oxfam’s principles and values as well as the promotion of gender justice and women's rights.

Job Requirements

Education & Experience:

  • At least 5 years of experience in managing projects, preferably focused on food security and livelihoods.
  • Experience in leading departments for at least two years; experience as member of country management teams desired.
  • University level in agronomy, environmental sciences, biology or any other relevant discipline.
  • Deep knowledge of project management is a must (at least 3 years)
  • Good knowledge of humanitarian aid and/or development
  • Experience in team management
  • Knowledge of food security and/or nutrition is an asset
  • Practical experience of 5 years, including field experience, in the field of humanitarian cooperation
  • Knowledge of donor reporting rules and compliance.
  • Good synthesis, analysis and writing skills
  • Fluency in English and French mandatory (at least B2 level); Arabic highly desired; Spanish a plus.
  • Pro-activity, creativity, autonomy, and ability to work under pressure
  • Ability to adapt to difficult situations and to work in precarious conditions
